Commander William Monk of the Thames River Police is called to investigate the drowning of an escaped prisoner and clashes with customs officer McNab, who bears a bitter, unexplained grudge against him. Monk's memory loss leaves him vulnerable over his missing past, including his exploits during the San Francisco Gold Rush, and McNab appears intent on using damning facts to ruin Monk's career. Monk turns to his wife, Hester, and friend Oliver Rathbone for help as his life hangs in the balance.
