Waxillium Ladrian, a former frontier lawman and now a big-city senator, has spent years fighting the Set, a secret organization that kidnaps people with Allomancy abilities. When Detectives Marasi Colms and Wayne find weapons headed to the Outer City of Bilming, it points to a new threat. Tensions between Elendel and the Outer Cities help the Set, and their influence has spread to the Elendel Senate. Wax and his wife, Steris, have been trying to expose the corruption. A new explosive discovered by Wax suggests the Set already has dangerous weapons. An immortal kandra reveals that the Set is influenced by a god named Trell. Marasi is also approached by offworlders with special abilities who claim to protect Scadrial. Wax must decide whether to embrace his role as the Sword of Harmony or let the planet face destruction.
