Alpha Station, orbiting the atevi world, has taken in five thousand human refugees from a destroyed station. Due to overcrowding, the refugees must be relocated to the human territory of Mospheira. Tabini-aiji, the atevi leader, assigns his human diplomat, Bren Cameron, to negotiate with the Mospheira government. The Mospheirans, who separated from the refugees centuries ago, are reluctant to accept them. Bren, now an atevi lord with an estate on the mainland and his own bodyguards, is ordered to inform Mospheira that the refugees must be taken in. Among the refugees are three children who have formed an unbreakable bond with Cajieri, Tabini's son and heir. While Bren travels to Mospheira, Tabini sends Cajieri to visit his uncle Tatiseigi, a political move to strengthen ties and give the boy a break from court life. However, Tatiseigi's neighbors plan to settle an old feud, using Cajieri's presence as an opportunity.
